The Indonesian government is preparing to introduce export duties and a windfall tax on coal and nickel as part of efforts to strengthen state revenues and ease pressure from rising subsidy costs. The policy is still under inter-ministerial discussion between the Ministry of Finance and the Ministry of Energy and Mineral Resources, with the goal of closing the subsidy gap while improving fiscal stability.
Officials explained that the measure targets commodities that currently have no export duties, which has created loopholes such as under-invoicing and limited customs oversight. The proposed system is expected to improve export monitoring, reduce revenue leakage, and support downstream industrial development, particularly in nickel-based value chains, while balancing incentives for companies using domestic raw materials.
