Surabaya has recorded strong investment performance, with total realized investment reaching IDR 31.3 trillion during the first three quarters of 2025. The total investment represents significant progress toward the annual target of IDR 42.69 trillion. In Q3 2025 alone, Surabaya attracted IDR 9.185 trillion in investment, comprising IDR 8.4 trillion in domestic investment (PMDN) and IDR 784 billion in foreign investment (PMA).
Key sectors contributing to this growth include manufacturing (IDR 1.904 trillion), wholesale and retail trade (IDR 961 billion), and real estate (IDR 826 billion). Over the past five years, Surabaya has consistently met or exceeded its investment targets, reflecting strong collaboration with stakeholders and an investor-friendly environment. The city ensures that incoming investments benefit the local community by prioritizing local employment and sourcing supplies from local businesses.
