Indonesia has submitted a draft decree to the World Trade Organization outlining the establishment of a Harmonized System (HS) code list for products subject to mandatory halal certification. The proposal—announced on November 6, 2025—covers food and beverages, food additives, cosmetics, and natural medicine products. The HS list is intended to guide importers and authorized representatives in registering foreign halal certificates, identifying product categories that must be halal-certified before entering or circulating in Indonesia, and applying for halal certification through BPJPH or recognized foreign bodies. The draft is currently open for public consultation until November 30, 2025.
The initiative supports Indonesia’s broader framework for halal assurance following BPJPH’s updated requirements on halal labeling and certification disclosure issued in September 2025. By standardizing HS codes for regulated product categories, the government aims to strengthen consumer protection, enhance regulatory clarity, and facilitate smoother compliance for both domestic and international businesses. This measure also reinforces Indonesia’s commitment to ensuring that products meet Shariah-compliant standards across their sourcing, production, and distribution processes.
