Indonesia Offers 108 Untapped Oil and Gas Basins to Global Investors

Indonesia is accelerating its energy growth agenda by offering 108 untapped oil and gas basins to both domestic and international investors, aiming to substantially boost national production by 2029. Deputy Minister of Energy and Mineral Resources Yuliot Tanjung emphasized that out of 128 identified hydrocarbon basins, only 20 have been developed so far, presenting vast potential for new exploration. To achieve its production targets of 1 million barrels of oil per day and 12 billion standard cubic feet per day of natural gas by 2029, the government is directing significant funding to the Geological Agency for advanced subsurface surveys and exploration groundwork. Updated regulatory frameworks—including Government Regulation No. 28/2025 on risk-based business licensing and Energy Ministry Regulation No. 14/2025 on joint management of working areas—are also being introduced to strengthen transparency and promote efficient investor collaboration.

In addition to the new basins, the Energy Ministry has prepared 75 oil and gas blocks across Sumatra, Kalimantan, Sulawesi, Papua, and various offshore areas, with nine already approved for development. The government’s efforts are reinforced by large-scale infrastructure projects aimed at expanding transmission pipelines, distribution networks for industrial zones, refinery upgrades, domestic storage facilities, and enhanced cargo shipping capacity. These initiatives reflect Indonesia’s positive drive to bolster energy security, attract global investment, and support long-term sustainable development.
