Customs Optimizes CEISA 4.0 to Support Palm Oil Export Growth

Bea Cukai participated in the event titled *Sosialisasi Pelaksanaan Eksportasi dan Pungutan Ekspor atas Kelapa Sawit, CPO, dan Produk Turunannya* (Socialization of Palm Oil, CPO, and Derivative Export and Export Levies) held at Hotel Ciputra World Surabaya on Thursday, November 21, 2024. The event was organized by the Palm Oil Plantation Fund Management Agency (BPDPKS). Budi Prasetiyo, Head of the Public Relations and Counseling Subdirectorate at Bea Cukai, explained that the agency’s presence was a form of inter-agency synergy aimed at raising awareness among industry players about the export process and the export levies on palm oil, CPO, and their derivatives. During the event, Bea Cukai presented the implementation of the CEISA 4.0 application, which is related to the export business process. The CEISA (Customs-Excise Information System and Automation) is a fourth-generation system designed to streamline customs and excise procedures, allowing users to access all customs processes, including tracking the status of shipments, through a single portal.


CEISA 4.0 can be accessed via a browser, eliminating the need for users to install any special applications on their devices. The system is integrated with various functionalities, including currency exchange rates, manifests, and tax information. Budi Prasetiyo expressed hope that the socialization session would enhance industry players’ understanding and compliance with using CEISA 4.0 to input export documents, which would allow for real-time reporting of export-related state revenues. Export levies are considered an important contribution from the palm oil industry toward realizing Indonesia’s "Golden Indonesia 2045" vision. Data from Bea Cukai, as of November 2024, shows that export duties from the palm oil industry had reached IDR 3.5 trillion, accounting for 24.14% of total revenue. Budi further explained that the export levies contribute to funding various strategic programs, particularly in supporting the downstream development of palm oil products. The government has also recently issued the Ministry of Finance Regulation No. 62 of 2024, which adjusts the levy rates on palm oil exports to improve the competitiveness of palm oil prices and provide added value to the price of fresh fruit bunches at the farmer level.
