World Water Forum 2024: Knowledge Investment Needed to Create Sustainable Water Management

Human resource (HR) and knowledge investment are crucial for ensuring a high-quality and sustainable tourism sector, including water resource management and sanitation. This was emphasized by Hilmar Farid, Director General of Culture at the Ministry of Education, Culture, Research, and Technology (Kemendikbud Ristek), at the Media Center for the 10th World Water Forum in Bali Nusa Dua Convention Center (BNDCC) on May 21, 2024. Hilmar highlighted the importance of investing in knowledge, research, and the preservation of local knowledge over infrastructure. He referenced the UN World Water Development Report 2024, which states that approximately 2.2 billion people lacked access to drinking water in 2022, and 1.4 billion people were affected by drought from 2002-2021, with 10% of global migration between 1970-2000 being water-related. Indonesia is a fitting leader for the 10th World Water Forum, showcasing longstanding sustainable practices. Hilmar noted that Indonesia's local knowledge, combined with science and technology, can offer concrete solutions. As a historical center of the global spice trade, Indonesia possesses vast knowledge on water management passed down through generations, particularly along traditional sailing routes from the Pacific to the eastern coast of Africa.

Bali, the host of the forum, exemplifies this with its subak system, an essential water management system underpinned by the Tri Hita Karana philosophy, which harmonizes the divine, human, and environmental elements. Hilmar pointed out that local wisdom from Bali illustrates how upstream and downstream communities can benefit from sustainable water management through mutual support. This solidarity, combined with modern science and technology, can address contemporary water management challenges. Local governments play a pivotal role in ensuring that beneficial ideas and local wisdom in water management continue to thrive. As Hilmar noted, under the Cultural Heritage Law, local governments have the authority to designate sites or buildings as cultural heritage. Thus, local governments are key to preserving and utilizing local wisdom in water resource management.
