The Ministry of Energy and Mineral Resources (ESDM) is currently discussing an increase in royalties for tin commodities. The tin royalty is expected to transition from a flat rate of 3% to a progressive royalty system. To accommodate this revision, the government is revising Government Regulation (PP) No. 26 of 2022 regarding the Types and Tariffs of Non-Tax State Revenues Applicable to the Ministry of Energy and Mineral Resources. Ing Tri Winarno, Director of Mineral and Coal Program Development at the Ministry of ESDM, stated that discussions regarding the increase in tin royalties are underway. He mentioned that the increase is anticipated to be progressive based on known information.
In response, Bambang Patijaya, a member of the DPR Commission VII, suggested that the Ministry of ESDM should consult with the DPR Commission VII regarding the proposed increase in tin royalty rates. The royalty rates for tin commodities, classified as non-tax state revenues (PNBP) within the Ministry of ESDM, consist of various types, each calculated as a percentage per ton of price. These include royalties for tin metal, tin slag, Monazite-Xenotime, Zircon/Iliminit/Rutil, Spodumene, and various rare earth oxides.
