Indonesia Considers Raising Coal Domestic Market Obligation to Strengthen Local Energy Supply

The Government of Indonesia is exploring plans to raise the Domestic Market Obligation (DMO) for coal sales to domestic users above 30%, up from the current 25% requirement set for miners, as part of efforts to secure a reliable energy supply and support national industries including power generation. This potential increase reflects the government’s focus on aligning coal supply with domestic demand, boosting energy security, and maintaining sustainable mining practices while adapting to evolving market conditions.

Officials say the move is linked to broader adjustments in production planning and the Work Plan and Budget (RKAB) for coal companies, with possible policy revisions under consideration to ensure coal resources serve long-term national needs and contribute to economic stability. The proposed enhancement of the DMO quota aims to balance export activities with the accelerating needs of Indonesia’s expanding industrial and electricity sectors.
