The Ministry of Marine Affairs and Fisheries (KKP) has announced a significant breakthrough for the national fishing industry by facilitating a 0% export tariff for tuna, skipjack, and mackerel to Japan. This policy is a key component of the Protocol to Amend the Indonesia-Japan Economic Partnership Agreement (IJEPA). Previously, Indonesian processed tuna and skipjack products were subject to a 9.6% import duty in the Japanese market. With this elimination, Indonesian fish processing units (UPI) are expected to gain a major competitive edge, particularly as Indonesia already ranks as the third-largest exporter of these products to Japan with an impressive annual growth rate of 13.8%.
For association members and industry stakeholders, this development presents a vital opportunity to expand market share in one of the world’s most demanding seafood markets. To ensure a smooth transition, the KKP is preparing ministerial guidelines for UPIs to register for this 0% preference tariff. Alongside fiscal incentives, the ministry continues to emphasize the importance of cold chain infrastructure, such as cold storage facilities, to maintain product quality and safety standards. By aligning domestic production with international quality certifications, Indonesia aims to strengthen its position as a leading global supplier of premium tuna and skipjack throughout 2026.
