The Indonesian government has introduced safeguard import duties (BMTP) on cotton woven fabric imports beginning January 10, 2026, under Ministry of Finance Regulation No. 98/2025. This protection measure applies to 16 specific tariff codes of imported cotton woven fabrics listed in Indonesia’s customs tariff schedule. It responds to evidence from the Indonesian Trade Safeguards Committee (KPPI) that rising imports have caused serious harm to the domestic textile industry—including falling production, sales, productivity, and employment—which justified temporary protective measures. The BMTP policy will remain in place for three years, through January 9, 2029.
Tariff rates under BMTP are tiered and declining over the three-year period: IDR 3,000–3,300 per meter in the first year, decreasing to Rp 2,800–3,100 in the second year, and to IDR 2,600–2,900 in the third year, depending on the specific product code. Supporters of the policy, including industry associations, argue it will help stabilize the market and allow Indonesia’s textile manufacturers to adjust to competitive pressures. BMTP is an additional levy beyond standard import duties aimed at preventing further damage to domestic producers from a sudden import surge.
