Ministerial Regulation 33/2025 and the Transformation of a Sustainable Palm Oil Industry in Indonesia

The Permentan 33/2025 issued by the Ministry of Agriculture of Indonesia (Kementan) marks a significant step to support the sustainable certification of palm oil plantations in Indonesia. This regulation serves as the new foundation for the Indonesian Sustainable Palm Oil (ISPO) certification, with the primary goals of strengthening governance in the palm oil industry, promoting sustainable plantation practices, and boosting global competitiveness. Under this regulation, the ISPO standards have been updated to ensure that Indonesian palm oil plantations align with internationally recognized sustainability benchmarks—covering environmental, social, and economic aspects. The regulation also provides clearer, measurable operational guidelines for plantation actors, ensures greater transparency and accountability in plantation management, and harmonizes palm-oil governance with other natural-resource and sustainability policies. 

For plantation operators, implementing Permentan 33/2025 means they must prepare the required documentation related to legality, environment, and sustainable cultivation practices. They must comply with technical standards—including land management, fertilizer and pesticide use, and waste management—and may need to adjust farm management methods to meet new sustainability principles. In the long term, the regulation is expected to benefit the entire Indonesian palm oil industry and society: by improving the industry’s public image, enhancing international competitiveness, contributing to sustainable development, and increasing the credibility of certification mechanisms.
