Indonesia Targets White Sugar Self-Sufficiency by 2026

Indonesia is setting an ambitious goal to achieve white sugar self-sufficiency by 2026, marking a pivotal move toward national food security and the revitalization of the sugar industry. Agriculture Minister Andi Amran Sulaiman announced the initiative after a coordination meeting with Investment Minister Rosan Perkasa Roeslani, emphasizing that the government aims to restore Indonesia’s historic role as a global sugar powerhouse. The plan includes increasing sugarcane productivity, modernizing processing facilities, and boosting downstream investment valued at IDR 371 trillion (USD 22.2 billion) across plantations, livestock, and horticulture.

To meet these goals, the government will clear 275,000 hectares of ratoons by 2027, expand plantations by 500,000 hectares, introduce improved seed varieties, and upgrade irrigation infrastructure. Ten sugar factories will also be constructed or reactivated in Java and other regions. The Ministry of Agriculture expects sugar production to reach 2.75 million tons in 2025, the highest output in five years. Through this roadmap, Indonesia aims for consumer sugar independence by 2028 and total self-sufficiency — including industrial and bioethanol needs — by 2030. The program reflects the government’s broader vision under President Prabowo Subianto to accelerate agricultural transformation and promote economic resilience.
