On 4 May 2025, the Head of the Bureau of Communication, Information Services, and Cooperation of the Ministry of Energy and Mineral Resources, Sunindyo Suryo Herdadi, issued a written statement announcing the Reference Coal Price for the first period of May 2025 as USD 121.15 per tonne. This represents an increase of 0.79% or USD 0.95 compared to the second period of April, at USD 120.20 per tonne. The government utilises the HBA as a fundamental tool for calculating the Coal Benchmark Price (HPB), focusing on high-calorie coal exceeding 6,000 kcal/kg GAR. The Reference Coal Price is calculated based on the volume-weighted average and selling price of coal at the Free on Board (FOB) handover point of the transport vessel, with a calorific range between 6,100 and 6,500 kcal/kg GAR.
Other reference coal prices are also determined based on the level of new coal calories, including the HBA (6,322 GAR), USD 121.15 per tonne (an increase of 0.79%); HBA I (5,300 GAR), USD 80.80 per tonne (an increase of 2.98%), and HBA II (4,100 GAR), USD 50.43 per tonne (an increase of 0.72%), and HBA III (3,400 GAR).at US$ 34.73 per tonne, representing an increase of 1.19%. These four types of HBA are used as a reference to determine HPB. Government-set standards for coal are based on the calorific value, moisture, sulphur, and ash content of the fuel. These prices are applicable from 1-14 May 2025.
