Socialization of Minister of Home Affairs Regulation Number 22 of 2020 and Socialization of Guidelines for Mapping Government Affairs in the Framework of Regional Cooperation

The National Support for Local Investment Climates / National Support for Enhancing Local and Regional Economic Development (NSLIC / NSELRED) project and the Ministry of Home Affairs of the Republic of Indonesia held a socialization on Permendagri No.22 of 2020 and socialization of guidelines for mapping government affairs in the framework of regional cooperation for 34 provinces including the pilot areas of the NSLIC project.

Guidelines on the mapping of government affairs in the framework of regional cooperation were prepared for the Regional Cooperation Coordination Team (TKKSD), especially regional officials in charge of cooperation. Dr. Safrizal ZA, M.Si, Director General of Regional Administration, Ministry of Home Affairs, explained that this guideline is expected to assist local governments in identifying and mapping governmental affairs that will be cooperated based on the potential and characteristics of their regions, so that regional cooperation can be implemented for public services. economic growth, increased competitiveness and social welfare.

Regional cooperation is an effort to transform the economy which is expected to increase regional competitiveness and economy. In practice, regional cooperation will synergistically utilize local resources and increase cooperation between actors (public-private partnership) in the management of regional economic resources. Apart from being effective in facilitating regional economic development and growth, and also in line with government priorities, building regional cooperation is also very important during the COVID-19 pandemic. Cavelle Dove, Director of the NSLIC / NSELRED Project stated that because COVID-19 knows no boundaries, collaboration between local governments including provinces, districts / cities, as well as a joint commitment to mutual support is needed to control and contain the spread of the pandemic and overcome adverse socio-economic impacts. Local governments can use this mapping to identify potential areas of collaboration and take collective action. From a series of discussions with the Ministry of Home Affairs, it was identified that the main problem in building inter-regional cooperation lies in the absence of potential mapping guidelines that should have been issued by the Central Government for all provinces in Indonesia.

The Ministry of Home Affairs in collaboration with NSLIC / NSELRED provides technical assistance in building regional cooperation mapping guidelines, identifies and maps potential between regions, strengthens institutions and human resources, and monitors and evaluates its implementation in two pilot provinces of NSLIC / NSELRED, namely Gorontalo and Southeast Sulawesi. Socialization activities were carried out online by involving representatives from 34 provinces, including representatives from the assisted Provinces of the NSLIC / NSELRED project, namely Gorontalo and Southeast Sulawesi.
