Customs and Excise, the Agricultural Quarantine Agency (Barantan), and the Center for Fish Quarantine, Quality Control and Safety of Fishery Products (BKIPM) fully implement (mandatory) Single Submission (SSm) and Joint Inspection of Customs and Excise and Quarantine at Tanjung Perak Port. This program is a mandate of Presidential Instruction 5 of 2020 in the framework of structuring the national logistics ecosystem or National Logistic Ecosystem (NLE) and is also an incentive for the Government in a non-fiscal form as an effort to restore the National Economy (PEN).
SSm and joint inspection for Customs and Excise and Quarantine are initiative programs to improve business processes by reducing repetition and duplication activities that have been occurring so far. Before the implementation of SSm and the Quarantine and Customs joint inspection, imported goods that have certain characteristics that are inspected by the quarantine, including plants, animals, and fish, also have the potential to be inspected by Customs. Through the implementation of SSm and Joint Inspection which is supported by the collaboration of risk profiles from Quarantine agencies (Quarantine Agency, BKIPM) and Customs, cargo owners only need to submit data related to goods inspection through the Indonesia National Single Window (INSW) system. Then Customs and Quarantine officers will inspect the goods together.
The full implementation of Customs and Quarantine cooperation is carried out in stages at the main ports through the Decree of the Director General of Customs and Excise Number KEP- 216 / BC / 2020 concerning the Implementation of Full (mandatory) Single Submission - Joint Inspection of Customs and Quarantine at Ports Belawan on 21 September 2020, Tanjung Emas Port on 28 September 2020, Tanjung Perak Port starting 12 October 2020, and Tanjung Priok Port starting 9 November 2020. Director General of Customs and Excise, Heru Pambudi said that SSm and Joint Inspection are very important milestones of the NLE structuring program to reduce logistics costs to from 23.5 percent to 17 percent. "Congratulations to all parties who participated in the implementation of SSm and Customs and Excise Joint Inspection with Quarantine from the government, private sector, and service users," he said.
