Supporting a Revenue of IDR 17 Trillion, This Papua District Holds Potential for Yellowfin Tuna Export to Japan and China

Biak Numfor, a district in Papua Province covering approximately 2,602 square kilometers, is poised to emerge as the largest hub for exporting fresh tuna in Papua. Situated along the Pacific Ocean coast, the region is a forefront maritime area for the country, boasting diverse marine biodiversity and abundant marine ecosystem potential. The government is committed to establishing it as the premier tuna export center, given its resources, particularly in yellowfin tuna production, aiming to enhance the welfare and prosperity of the indigenous population in eastern Indonesia. The natural wealth potential in this district primarily lies in tuna, which, if managed sustainably, could serve as a foundational asset for economic growth. This potential presents a distinct economic outlook derived from marine resources on Biak Island, with opportunities for tuna exports to countries like China, the United States, and Japan. The waters of this region fall under the Indonesian Republic's Fisheries Management Area (WPPNRI 717), with Biak Numfor District possessing a yellowfin tuna potential of 1 million tons annually.


Bupati (Regent) Herry Ario Naap highlights the potential of marine resources, estimating that it could generate non-tax state revenue of up to IDR 17 trillion annually. Budi Sulistyo, Director General of Strengthening the Competitiveness of Marine and Fisheries Products at the Ministry of Maritime Affairs and Fisheries (KKP), adds that discussions are ongoing with stakeholders, including airlines, to facilitate direct tuna exports from Frans Kaisiepo International Airport in Biak to Narita Airport in Japan. The Ministry of Maritime Affairs and Fisheries is committed to realizing fresh tuna exports in collaboration with the Ministry of Transportation. Current discussions involve exporters, companies, and relevant partners. The target for the commencement of fresh tuna exports from Biak Numfor District is set for 2024, with an anticipated air transport export capacity of up to 20 tons per flight.
