Optimization of the Internal Control System (SPIP) continues to be pursued by the Ministry of Agriculture (Kementan), especially the Inspectorate General (Itjentan) overseeing strategic and priority programs. Mainly, increasing the production and export of Swallow's Nest (SBW) by the Directorate General of Livestock and Animal Health (PKH) and the Agricultural Quarantine Agency (Barantan). Minister of Agriculture (Mentan) Syahrul Yasin Limpo emphasized that SBW is one of the promising commodities, considering that Indonesia is the largest supplier of SBW in the world. The control of the world market share is almost 78%, it was recorded that SBW exports in 2018 reached Rp. 40 trillion.
"The swallow commodity, which President Joko Widodo has pushed to become a mainstay commodity, can only be maximized, because the potential is high in Indonesia," said Minister of Agriculture Syahrul in a written statement, Thursday (30/9/2021). According to him, not only the Chinese and Hong Kong markets, SBW's export market is almost all over the world. While the market in China demands the best quality of SBW, the selling price also benefits SBW business actors. Responding to this, Acting (Plt) Itjentan Kasdi Subagyono said the Ministry of Agriculture was preparing the concept of a development model from upstream to downstream, by building swallow houses, production processes to packaging. "In addition to benefiting business actors, SBW is also able to absorb a lot of workers," said Kasdi Subagyono on Wednesday at the SPI Development Workshop on SBW Production and Export Increase Activities in Yogyakarta.
Kasdi added that the Directorate General of PKH and Barantan is collaborating with various parties to immediately make concrete developments for the SBW corporation to pursue market space to increase productivity, production of both quality and quantity of products to be even stronger in the future. "This includes strengthening SBW farmers with various technical trainings, coaching and even guarantees for banking access so that they can get KUR (People's Business Credit)," he said.
The magnitude of the economic potential of SBW was recognized by the Deputy Head of the Department of Agriculture and Food Security of the Special Region of Yogyakarta (DIY) Syam Arjayanti. However, he admits that the development of SBW in DIY has not been intensive. In fact, it can be a momentum for DIY to develop new export opportunities. Kasdi Subagyono added that the Ministry of Agriculture is obliged to realize good governance through the implementation of an activity control system in order to support increased productivity and exports of SBW.
He hopes that the workshop in Yogyakarta for four days, September 28 to October 2 will add insight and knowledge. Especially the Technical Implementation Unit (UPT) of Barantan and related agencies in the province and district/city can implement SPIP on activities to increase production and export of SBW as well as documenting evidence of its implementation in the work units of the Directorate General of PKH and Barantan. "This refers to the mandate of PP No. 60 of 2008 article 2 paragraph 1, that every head of the institution is obliged to control the implementation of government activities," said Kasdi Subagyono.
